It operates on secure on-premises servers using Generative AI, Big Data and vector databases to ensure compliance and protect classified data. The CSA will lead the technical aspects of system development, operation and maintenance, covering system analysis, design, development, testing, implementation and documentation for AI-powered Contract Management Platform. The role also involves ensuring compliance with government IT standards and security requirements while delivering a robust and scalable system architecture. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the CEDD; Key responsibilities are as follows: -Conduct comprehensive system analysis and requirements gathering for the target scalable architecture (microservices decomposition, API-first design, event-driven patterns). -Lead the design of the overall solution architecture, including Kubernetes cluster configuration, application design, and data-layer optimisation. -Coordinate with stakeholders across business units, security, and compliance teams to ensure alignment with prevailing Government IT policy. -Prepare technical reports, conduct technical reviews, risk assessments, and prepare detailed design documents, migration roadmaps, and knowledge-transfer materials. -Facilitate user acceptance testing (UAT) planning and post-rolling out review. Yrs of Total Post-Quali Exp 5.0 Yrs of Relevant Exp 4.0 Requirements The applicant must have: - a degree in Computer Science, Computer and Data Engineering, Data Science, or equivalent, awarded by a university in Hong Kong or by an overseas education institution; - at least 4 years post-qualification experience in web applications development, system integration with enterprise database, implementation and maintenance support for application systems; - hands-on experience in developing containerized microservices and high-availability backend, complex system integration; - hands-on experience in developing scalable database and high-concurrency text queries system; The applicant preferably has: - a master degree in Data Science, Data Analytics, or equivalent, awarded by a university in Hong Kong or by an overseas education institution. Technical Skills: . At least 4 years' experience in Client/Server Application Development (C/S); . At least 4 years' experience in Document Flow/Workflow Management System (DOC); . At least 4 years' experience in JAVA Programming (JAV); . At least 4 years' experience in Structured Query Language (SQL). Non-technical Skills: . Good coordination skills is a must; . At least 3 years' experience in project management (PRM); . At least 2 years' experience in Business Process Modeling (BPM); . At least 2 years' experience in customer relations (ECR). - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 5 years' post-qualification experience in which at least 4 years' relevant experience in a similar post and in a comparable capacity.
