The role requires strong leadership, vendor/contractor management, and rigorous strategy compliance to ensure successful delivery across a modern distributed network architecture, complex hardware relocations, and advanced mobile ecosystem integration. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the CSD; (a) Project & Vendor Management: Manage, supervise, and perform strategic quality control on the design and implementation of the database replacement, the mobile security platform (EDR & EMM), and iCRMS enhancements. Monitor the performance of IT contractors strictly to ensure timely, high-quality delivery. (b) Strategy & Compliance: Design and execute comprehensive migration, testing, and deployment strategies across all initiatives. Ensure all infrastructure strictly adheres to government IT infrastructure standards, interoperability frameworks, and central IT security policies. (c) Server Room Relocation: Oversee and direct the comprehensive physical and logistical migration strategy for the physical relocation of server rooms, driving rigorous planning and coordination together with the infrastructure team and network team to guarantee minimal downtime and structural integrity. (d) Risk & Collaboration: Identify technical and operational project risks across all three pillars and develop robust mitigation strategies. Facilitate seamless collaboration between infrastructure, network, and application teams to assure smooth, cross-functional implementation. (e) Reporting: Track multi-track project progress dynamically and provide comprehensive, structured regular status updates and briefings to steering committees and key stakeholders. (f) Carry out any other duties as assigned by supervisors. Yrs of Total Post-Quali Exp 15.0 Yrs of Relevant Exp 7.0 Requirements (a) Proven experience in IT infrastructure project management, specifically in formulating and executing complex migration and testing strategies for large-scale enterprise database systems; (b) Proven track record and solid experience working within Government IT environments and managing compliance with government framework requirements ; (c) Strong technical leadership experience in managing external IT vendors/contractors, with a strict focus on strategy compliance, SLAs, and governance for intricate infrastructure rollouts (d) Excellent strategic communication, negotiation, and stakeholder management skills ; (e) Proficiency in both written and spoken Chinese and English (f) Self-motivated, independent, diligent, polite, pro-active, fast learning, capable of working effectively under pressure, and an excellent team player; (g) Willingness to travel and provide critical project support services at remote correctional facilities across the territory as required ; and (h) Successful clearance of an integrity check conducted by the Hong Kong Police Force (HKPF) is mandatory . Technical Skills: . At least 3 years' experience in Enterprise Application Integration (EAI); . At least 3 years' experience in Infrastructure (INF); . At least 3 years' experience in Internet/ Intranet (INT); . At least 3 years' experience in System Implementation and Maintenance/Support (SIM); . At least 2 years' experience in Storage Area Network (SAN); . At least 2 years' experience in UNIX (UNX); . At least 2 years' experience in Oracle RDBMS (ODB); . At least 2 years' experience in Oracle Database Tuning (ODT); . At least 2 years' experience in Disaster Recovery Planning (DRP); . 3 years' experience in Data Encryption Technology (DET) is an advantage; . 2 years' experience in Endpoint Security Solutions (ESS) is an advantage; . 2 years' experience in Intruder Detection/Alert Technology (IDA) is an advantage; . 2 years' experience in Intrusion Prevention System (IPS) is an advantage; . 2 years' experience in IT Security (ITS) is an advantage; . 2 years' experience in Project Management Professional (PMP) (PMP) is an advantage; . 2 years' experience in PRINCE (PRE) is an advantage; . 2 years' experience in Security Risk Assessment and Audit (SAA) is an advantage; . 2 years' experience in Security Risk Assessment (SRA) is an advantage; . 2 years' experience in IT Security Scanning Tools (SST) is an advantage. Good coordination skills is a must; . At least 2 years' experience in work with the Government (GOV); . 2 years' experience in the management and support of Government systems and services (GSS) is an advantage; . 2 years' experience in managing Government IT standards (ITG) is an advantage; . 2 years' experience in conducting IT training/briefing (ITT) is an advantage; . 2 years' experience in managing corporate IT security framework (CSF) is an advantage; . 2 years' experience in Business Process Re-engineering (BPE) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 15 years' post-qualification experience in which at least 7 years' relevant experience in a similar post and in a comparable capacity.
