(T26) This is a CSSA position responsible for working in the Administrative Computer Projects Committee (ACPC) Secretariat under DPO for the following:
1. Project Risk Profile Assessment & Technical Evaluation
2. Funds Management of Capital Works Reserve Funds (CWRF) Head 710 Computerisation Block Allocation
3. Data Analysis and Compilation
4. Other Duties as assigned

| Duties |
- Serve a contract assignment under InfoTech's headcount, full-time second to serve the DPO;
1. Project Risk Profile Assessment & Technical Evaluation
(a) Assess project risks of IT proposals at the funding application stage according to a pre-defined framework and provide technical advice to the ACPC Secretariat
(b) Evaluate the cost-effectiveness of the technical solutions proposed in the funding applications
2. Funds Management of CWRF Head 710 Computerisation Block Allocation
(a) Assist in preparing consolidated bids for Block Allocation in the Resource Allocation Exercise
(b) Conduct analyses of project expenditures and spending performance
(c) Assist in conducting half-yearly/quarterly Funds Allocation Exercise
(d) Assist in monitoring the spending performance of block vote projects
(e) Prepare management information reports
3. Data Analysis and Compilation
(a) Compile ad-hoc statistical reports
(b) Compile lists of projects for dissemination as open data
(c) Assist in conducting analyses of spending performance of block vote projects
4. Other Duties as assigned, including but not limited to:
(a) Handle enquiries from owners of block vote projects under various B/Ds
(b) Conduct analyses on government IT expenditures
In addition, he/she may be required to work overtime on a need basis.

| Requirements |
Candidates should have:
(a) sound communication skills and enquiry mind;
(b) strong analytical ability; and
(c) good English writing skills.
Technical Skills:
. At least 3 years' experience in Cognos (COG);
. At least 1 year's experience in Data Modeling (DMO);
. 2 years' experience in IT Planning (ITP) is an advantage;
. 2 years' experience in IT Security (ITS) is an advantage;
. 2 years' experience in Project Management Professional (PMP) (PMP) is an advantage;
. 2 years' experience in PRINCE (PRE) is an advantage.
Non-technical Skills:
. At least 4 years' experience in work with the Government (GOV);
. Good written English is a must;
. 2 years' experience in negotiation (NEG) is an advantage;
. 2 years' experience in project management (PRM) is an advantage;
. 2 years' experience in quality assurance (QAS) is an advantage;
. 2 years' experience in managing Government projects (MGP) is an advantage.
- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
- At least 6 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
