(T26) Provide programming designing, developing and maintaining aeronautical meteorological information systems aligned with International Civil Aviation Organization (ICAO) System-Wide Information Management (SWIM) Concept

| Duties |
- Serve a contract assignment under InfoTech's headcount, full-time second to serve the HKO;
a) SWIM API Service Development: Develop and configure servers providing restful API access with SWIM identified protocols. Implement Open Geospatial Consortium (OGC) Web services for geospatial meteorological data dissemination in compliance with ICAO' s technical standards;
b) Database Management and Data Processing: Handle data ingestion, transformation, and distribution processes for meteorological information services. Ensure data integrity, validation, and quality control during SWIM data exchange, and optimize data handling workflows to support reliable machine-to-machine communication in the SWIM environment;
c) Electronic Flight Bag Enhancement Support: Provide technical support for EFB enhancements to ensure compliance SWIM concept, validate data formats and coordinate with airlines and aviation users to meet operational requirements; and
d) Documentation and Technical Writing: Document the software developed and conduct relevant trainings for HKO staff. Transfer finished software and products, together with knowledge and experience, to the staff of development team.

| Requirements |
1. Proficiency in systems programming and scripting using PHP, Node.js, HTML5 and Linux shell scripting;
2. Proficiency in implementing reverse-proxy architectures for secure data transmission and load balancing;
3. Proficiency in NoSQL database technologies;
4. Experience designing RESTful and OGC-compliant web services for geospatial data integration;
5. Experience in using Docker and Git;
6. Experience in iOS programming;
6. Knowledge of WebGL and GeoServer for interactive geospatial visualization and map services will be an advantage; and
7. Knowledge in meteorology and / or aviation will be an advantage.
A criminal record check will be required and the offer is subject to the results of the criminal record check.
Technical Skills:
. At least 6 years' experience in HTML5 (HT5);
. At least 6 years' experience in PHP programming (PHP);
. At least 6 years' experience in Proxy Server (PRS);
. At least 6 years' experience in Apache Web Server (AWS);
. At least 6 years' experience in Structured Query Language (SQL);
. At least 6 years' experience in Unix/Linux Shell Scripting (ULS);
. At least 6 years' experience in Web Programming (WEB);
. At least 4 years' experience in UNIX System Administration (UNA);
. At least 4 years' experience in UNIX (UNX);
. At least 4 years' experience in Website Administration (WEA);
. At least 4 years' experience in Geographic Information System (GIS);
. At least 4 years' experience in Source Control Management System (SCM);
. 1 year's experience in Client/Server Application Development (C/S) is an advantage;
. 1 year's experience in Remote Access Server (RAS) is an advantage;
. 1 year's experience in Web Services (WSV) is an advantage;
. 1 year's experience in XML (XML) is an advantage.
Non-technical Skills:
. At least 6 years' experience in work with the Government (GOV);
. At least 4 years' experience in the management and support of Government systems and services (GSS);
. At least 4 years' experience in software testing (STM).
- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
- At least 7 years' post-qualification experience in which at least 4 years' relevant experience in a similar post and in a comparable capacity.
