(T26) Engagement of a full-time Contract System Analyst (CSA) for 7 months under the T-Contract arrangement of the Digital Policy Office (DPO), with a view to assisting in the development and implementation of a new application system "2nd Generation electronic Grant Management System (eGMS II)" of the Research Fund Secretariat of the Health Bureau

| Duties |
- Serve a contract assignment under InfoTech's headcount, full-time second to serve the HHB;
Responsible for quality assurance of the development of the 2nd Generation Electronic Grant Management System (eGMS II):
. Conduct quality assurance and quality review on deliverables of the eGMS II, including but not limited to system functions, test plans and documentation.
. Supervise the test team to conduct tests to ensure the quality of deliverables before user acceptance test.
. Review and refine policies and procedures in the quality assurance of deliverables.
. Prepare test cases on workflows and operations.
. Document system defects and follow up with the vendor.
. Participate in data migration from the existing eGMS to eGMS II.
. Ensure the documents provided by the vendor meet the Government's requirements.
. Produce the required documents for the system that meet the government's requirements.
. Perform any other duties assigned by the supervisors.

| Requirements |
- Degree in Computer Science or relevant disciplines; or equivalent.
- At least 6 years' post-qualification Information Technology (IT) related experience.
- Prior experience in software development and/or vendor management of Government IT projects.
- At least 4 years of experience in system quality assurance / quality control.
- At least 2 years of experience in data migration.
- Application development using Spring Boot / WebMVC, React JS, jQuery, JavaScript, MySQL / MariaDB Database.
- Possess excellent vendor management skills.
- Possess excellent communication skills with internal users and the vendor.
- Experience in projects using waterfall and Agile methodology.
- Participate in the development of programs and ensure program testing meets user requirements.
- Produce and maintain well-documented programs that adhere to standards and satisfy user requirements.
- Knowledge and experience in GCIS / EGIS is an advantage.
- Knowledge and experience in testing automation is an advantage.
- Proven experience in internet-facing application security design and management is preferred.
- Up-to-date knowledge and experience of evolving technology, especially related to Artificial Intelligence and Business Intelligence tools, will be advantageous.
- Strong communication, presentation, leadership, interpersonal, analytical and problem-solving skills.
- Self-motivated and able to work under pressure independently to meet tight deadlines.
- Good written and spoken communication skills in Chinese and English.
- The job is intended to be a 12-month contract service. The contract staff service of the assignment will be extended subject to the performance of the staff.
- Criminal record checking is required.
Technical Skills:
. At least 6 years' experience in HTML5 (HT5);
. At least 6 years' experience in Java Application Framework (e.g. Struts (Apache)) (JAF);
. At least 6 years' experience in JavaScript Programming (JAP);
. At least 6 years' experience in JAVA Programming (JAV);
. At least 6 years' experience in IT Application Development and Management (ADM);
. At least 6 years' experience in Structured Query Language (SQL);
. 6 years' experience in Web Programming (WEB) is an advantage;
. 6 years' experience in Apache Web Server (AWS) is an advantage;
. 2 years' experience in Document Flow/Workflow Management System (DOC) is an advantage;
. 2 years' experience in MySQL (MSQ) is an advantage.
Non-technical Skills:
. At least 2 years' experience in work with the Government (GOV);
. At least 2 years' experience in quality assurance (QAS);
. At least 2 years' experience in vendor management (VMG);
. At least 1 year's experience in Government tendering procedures (GTP).
- At least 4 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
