Manage and take lead of the Smart EM&A, HKED, AI, GCIS and other IT projects of EAD; 2. Lead the IT team to provide support to the senior management in enhancing and expanding the Smart EM&A, HKED, AI, GCIS and exploring other new IT initiatives; 3. Manage and supervise the formulation and implementation of the data governance plan; 4. Supervise the IT team in providing daily support to the operation of the IT systems; 5. Supervise and work with the system contractors to evaluate and identify solutions to meet end-user requirements; 6. Digitalization of the useful data in approved EIA reports; 7. IT System infrastructure design, implementation, maintenance and enhancement; 8. Provide training and instructions to EPD officers on IT systems; 9. Complete other tasks assigned by the senior management which are necessary for the smooth implementation and operation of IT systems. Yrs of Total Post-Quali Exp 9.0 Yrs of Relevant Exp 3.0 Requirements 1. Bachelor degree or above in Information Technology, Electronic Engineering, Computer Science, or equivalent; 2. Proficient in System Analysis and Design; 3. Experience with Large Language Model training and optimization Technical Skills: . At least 4 years' experience in IT Application Development and Management (ADM); . At least 4 years' experience in Data Management (DMT); . At least 2.5 years' experience in EGIS (EGI); . 4 years' experience in IT Planning (ITP) is an advantage; . 2.5 years' experience in Security Risk Assessment (SRA) is an advantage; . 2.5 years' experience in Geographic Information System (GIS) is an advantage. Non-technical Skills: . At least 4 years' experience in work with the Government (GOV); . At least 3 years' experience in IT Service Management (SMG); . At least 3 years' experience in tender preparation and administration (TPA); . 3 years' experience in vendor management (VMG) is an advantage; . 3 years' experience in IT procurement (PRO) is an advantage; . 3 years' experience in IT advisory and promotion, e.g. exhibition, publication (APR) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 9 years' post-qualification experience in which at least 3 years' relevant experience in a similar post and in a comparable capacity.
