Work in Guangdong Province N/A Monthly Salary Range HK$ N/A - N/A Project Nature (T26) Lead the projects under WRRG, WQMG, and ECD on the adoption of latest technologies, such as IoT, Big Data Analytic, Machine Learning, Deep Learning etc., to establish a smart working environment for enforcement of environmental regulations, muli-disciplinary data analysis and water quality management. Collaborate with various divisions and groups in EPD to implement IT projects. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the EPD; Technology Advancement 1) Advise senior management on formulation of IT initiatives in WRRG, WQMG, and ECD. 2) Oversee new IT projects as assigned in WRRG, WQMG, and ECD for advancement and better interoperability. 3) Fund bidding for new projects in WRRG, WQMG, and ECD. Administration 1) Serve as IT advisor for IT projects as assigned in WRRG, WQMG, and ECD. IT Management 1) Manage budget and spending on IT projects as assigned in WRRG, WQMG, and ECD. 2) Manage the implementation of IT projects to achieve more efficient operations in WRRG, WQMG, and ECD. 3) Oversee the building of IT infrastructures in WRRG, WQMG, and ECD (networks, GIS, IT security and computer systems) to ensure optimal performance and conformance to relevant government guidelines. 4) Oversee the development of assigned IT systems in EPD. Staff Management 1) Manage teams of IT staff to support development of IT initiatives 2) Supervise and coach the IT staff for different IT projects as assigned in WRRG, WQMG, and ECD. 3) Collaborate with EPD staff on promotion of IT Smart Tools Yrs of Total Post-Quali Exp 11.0 Yrs of Relevant Exp 3.0 Requirements 1) Degree in Information Technology Management or equivalent. 2) Proven working experience in managing multiple IT projects by adopting the project management and governance methodologies of the government. 3) Strong sense on technology trend and eagerness to master new technologies. 4) Excellent knowledge of technical management, IT security, information analysis and of computer hardware/software systems. 5) Ability to manage IT personnel at all levels. 6) Ability to communicate and collaborate with stakeholders in government departments effectively 7) Fluent in government procedures and regulatory requirements on IT. 8) Open-minded attitude Technical Skills: . At least 8 years' experience in IT Planning (ITP); . At least 6 years' experience in IT Security (ITS); . At least 6 years' experience in Project Management Professional (PMP) (PMP); . 4 years' experience in PRINCE (PRE) is an advantage; . 4 years' experience in Geographic Information System (GIS) is an advantage; . 4 years' experience in Infrastructure (INF) is an advantage. Non-technical Skills: . At least 5 years' experience in work with the Government (GOV); . At least 5 years' experience in Government procurement/disposal procedures (GPD); . At least 5 years' experience in IT strategy and policy advice (SPA); . 5 years' experience in presentation (PEX) is an advantage; . 4 years' experience in IT advisory and promotion, e.g. exhibition, publication (APR) is an advantage; . 4 years' experience in tender preparation and administration (TPA) is an advantage; . 4 years' experience in managing Government projects (IEG) is an advantage; . 4 years' experience in managing Government IT standards (ITG) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 11 years' post-qualification experience in which at least 3 years' relevant experience in a similar post and in a comparable capacity.
