With the impending development of the new District Court Building, the Judiciary is to take the opportunity to revamp and rationalize her IT infrastructure and application framework services to meet the upcoming requirements. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the Judiciary; The Judiciary IT environment is currently comprising 3 data centres and 15 remote sites in various court buildings and other premises to support 2500+ users with different IT services and application needs. They are interconnected by a WAN centred on the core networks formed by the interconnected data centre sites. The Judiciary IT environment adopted a multi-tiered architecture with resilience designs to support various modes of IT operation, including active-active, active-hot standby and active-DR, according to business requirements. It is scheduled to implement a new data centre in the coming 2 years. The technical architecture of the Judiciary IT applications is evolving with time to embrace latest development trends and resources and skills available in the market. It is envisaged that more agile delivery, more maintainable and testable developments with container-based, microservices architecture and suitable consolidation of the server infrastructure would be brought into the Judiciary IT environment in the future. Taking advantage of the new data centre development, the new/enhanced technical architecture will be implemented to support the new trend of IT services development in the Judiciary. The Contract Senior Project Manager is to lead the IT infrastructure section of the IT Office to plan, design and implement the new infrastructure to be hosted in the new data centre(s) of the Judiciary and perform related infrastructure upgrades for integration to the Judiciary IT Infrastructure. S/he will also be taking a leading role on the implementation of new and upgraded IT security systems on the IT infrastructure including but not limited to network detection and response (NDR) system, advanced persistent threat (APT) protection system, firewall and intrusion prevention system (IPS). S/he will also be responsible for the development, enhancement and support of existing IT infrastructure. S/he shall also be responsible for the provision of reliable day-to-day IT infrastructure services, continuous health and resources monitoring, incident responses and problem management. S/he shall coordinate and cooperate with other IT and user sections on the support, development, integration, migration and rollout of IT services. S/he shall provide advice to the senior management team of the Judiciary on the IT infrastructure requirements and roadmap, and the execution of improvement plans. Yrs of Total Post-Quali Exp 11.0 Yrs of Relevant Exp 4.0 Requirements The candidate must have proven experience on IT infrastructure implementation, management and support, including but not limited to: - Enterprise server hosting, advanced high performance storage systems and related management, in particular, storage area network (SAN), network attached storage (NAS), server and storage virtualisation, multi-tenant hosting arrangement, application delivery systems, IT patch management system management; - Enterprise core network, campus network and remote site network related management, in terms of both WAN and LAN management, in particular, resilient network design and network and application flow visualisation and management; and - IT system management and monitoring, fast recovery backup services management, in particular, IT security systems and services such as Intrusion Prevention/Detection Systems (IPS/IDS), Advanced Persistence Threat (APT) management system, Security Information and Event Management (SIEM) systems. Candidate with knowledge and experience of implementation and management on the following will be advantageous: - multi-tenant networks environment; - software defined networks (SDN); - cloud hosting and storage; - microservices architecture; and - development operation (DevOps). Technical Skills: . At least 5 years' experience in Infrastructure (INF); . At least 5 years' experience in Storage Area Network (SAN); . At least 5 years' experience in Server Virtualisation Technology (SVT); . 5 years' experience in Technical Architectural Support (TAS) is an advantage; . 5 years' experience in Wide Area Network (WAN) is an advantage; . 5 years' experience in Web Services (WSV) is an advantage; . 5 years' experience in IT Planning (ITP) is an advantage; . 5 years' experience in IT Security (ITS) is an advantage; . 5 years' experience in Metro-Ethernet Network (MNE) is an advantage; . 5 years' experience in Network Design (NDN) is an advantage; . 5 years' experience in Network & System Management (NSM) is an advantage; . 5 years' experience in IT Operational Management (OPM) is an advantage; . 5 years' experience in Microsoft Active Directory Administration (ADA) is an advantage; . 5 years' experience in Broadband Network (BNE) is an advantage; . 5 years' experience in Data Encryption Technology (DET) is an advantage; . 5 years' experience in Data/File Backup Technology (DFT) is an advantage; . 5 years' experience in Enterprise Application Integration (EAI) is an advantage; . 5 years' experience in Endpoint Security Solutions (ESS) is an advantage; . 5 years' experience in Intruder Detection/Alert Technology (IDA) is an advantage. Non-technical Skills: . At least 5 years' experience in work with the Government (GOV); . Good spoken English is a must; . At least 5 years' experience in managing Government projects (MGP); . Good written English is a must; . At least 4 years' experience in vendor management (VMG); . 5 years' experience in managing corporate IT security framework (CSF) is an advantage; . 5 years' experience in IT procurement (PRO) is an advantage; . 5 years' experience in site preparation (SPE) is an advantage; . 5 years' experience in tender preparation and administration (TPA) is an advantage; . 4 years' experience in contract administration (CON) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 11 years' post-qualification experience in which at least 4 years' relevant experience in a similar post and in a comparable capacity.
