Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DEVB; The staff is required to perform system administration, system upgrade, system design and analysis, development, testing, application deployment and document for system maintenance and enhancement including but not limited to the following: - To assist in the management, enhancement, support and maintenance services of existing IT applications and manage new IT projects; - To ensure project deliverables to be on time and meet quality standard; - To participate in the implementation and enhancement projects including requirements collection, system analysis and design, application development, testing and program deployment, etc.; - To conduct feasibility study and impact analysis, evaluate implementation options, perform system sizing, undertake phyiscal design, produce and maintain system document; - To develop and enhance application programs with quality assurance; - To assist in project management, supervise and monitor the progress and performance of contractors; - To ensure the system design and architectural solutions comply with government standards; - To monitor various servers, handle incidents and problems, conduct security patches update, prepare system documentations and provide support to users of the IT services; - To provide administrative support for procurement and maintenance renewal of IT inventory items; - To assist in conducting market research, technical analysis and recommendation on the adoption of IT solutions, including AI solution, as well as to implement and provide on-going support for the adopted IT solution; - To support user acceptance testing, deployment and rollout; - To provide technical advice on IT issues and assist the supervisor in monitoring contractor's services and deliverables; - To support IT security assessment and compliance audit; and - To perform any other duties as assigned by the supervisor. Yrs of Total Post-Quali Exp 4.0 Yrs of Relevant Exp 1.0 Requirements - Degree or Higher diploma in computer subjects or related disciplines - 4 years or above hands-on experience in IT application development, of which 1 year must be in a similar post and a comparable capacity; - Experience in IT web application development, implementation and maintenance using programme languages and various support/development tools/environment such as PYTHON, JAVA, .NET, SQL, WEB SERVICES, and operating systems/platforms such as WINDOWS, UNIX, LINUX, UBUNTU and VMWARE; - Hands-on experience in developing and deploying Artificial intelligence (AI) or Machine learning (ML) solutions, including NLP pipelines, LLM fine-tuning, RESTful API integration, and text retrieval or search frameworks (e.g., Elastic search, vector databases, or RAG pipelines) is strongly preferred; and - Hands-on experience in TABLEAU is strongly preferred. Technical Skills: - At least 3 years&;#8217; experience in IT Application Development and Management (ADM); - At least 3 years&;#8217; experience in HTML5 (HT5); - At least 3 years&;#8217; experience in JavaScript Programming (JAP); - At least 3 years&;#8217; experience in System Implementation and Maintenance/Support (SIM); - At least 3 years&;#8217; experience in Web Hosting, Design and Maintenance (WED); - At least 1 year's experience in Document Flow/Workflow Management System (DOC); - At least 1 year's experience in Electronic Form (EFM); - At least 1 year's experience in Microsoft SQL Server (MSS); - 1 year's experience in business intelligence/data mining (BDM) is an advantage; - 1 year's experience in Data Administration (DAM) is an advantage - 1 year's experience in Information Security Management (ISM) is an advantage; - 1 year's experience in IT Security (ITS) is an advantage; - 1 year's experience in Network Design (NDN) is an advantage; - 1 year's experience in Production Database Support (PDS) is an advantage; - 1 year's experience in Security Risk Assessment and Audit (SAA) is an advantage; and - 1 year's experience in XML (XML) is an advantage. Non-technical Skills: - At least 1 year's experience in Vendor Management (VMG); - 1 year's experience in Experience in Managing Government IT Standards (ITG) is an advantage; - 1 year's experience in IT Service/ Outsourcing Management (OUT) is an advantage; and - 1 year's experience in IT Procurement (PRO) is an advantage.
