(T26) IT project management and support in the Labour Department (LD)
|
| Duties |
- Serve a contract assignment under InfoTech's headcount, full-time second to serve the LD;
- To be responsible for project management, quality assurance and providing technical advice on system development and maintenance projects in LD
- To assist in IT manpower planning, resource deployment, budget management and funding application for IT projects
- To lead a team of in-house IT staff for various system implementation and providing IT support in LD
- To liaise with users, outsourced service contractors and vendors for system and service delivery
- To prepare tender specification for procurement of IT services, hardware and software
- To carry out any other duties assigned by the supervisor

| Requirements |
- Must have intensive experience in IT Application Development and Management
- Must have solid experience in Information System Study
- Must have solid experience in SSADM
- Must have solid experience in J2EE
- Must have solid experience in MySQL
- Must have solid experience in Function Point Analysis
- Must have solid experience in Contract Administration
- Must have solid experience in G2B and G2C Projects
- Must have solid experience in Management and Support of Government Systems & Services
- Must have solid experience in Project Management
- Must have solid experience in IT Procurement
- Experience in system implementation on GCIS such as IaaS, DBaaS is highly desirable
- Experience in system implementation adopting iAM Smart is highly desirable
- Experience in JAVA Programming is highly desirable
- Experience in Security Risk Assessment and Audit is highly desirable
- Experience in the Government is highly desirable
- Knowledge in Government Procurement/Disposal Procedures is highly desirable
- Experience in Managing Government IT Standards is highly desirable
- Experience in IT Service/Outsourcing Management is highly desirable
- Work experience in the Labour Department is desirable
- Interview will be conducted in both Cantonese and English
- Written test may be required during the interview
Technical Skills:
. At least 10 years' experience in IT Application Development and Management (ADM);
. At least 10 years' experience in Information System Study (ISS);
. At least 10 years' experience in J2EE Development (JDE);
. At least 10 years' experience in MySQL (MSQ);
. At least 10 years' experience in SSADM (SDM);
. At least 5 years' experience in Function Point Analysis (FPA);
. 4 years' experience in JAVA Programming (JAV) is an advantage;
. 2 years' experience in Security Risk Assessment and Audit (SAA) is an advantage.
Non-technical Skills:
. At least 10 years' experience in contract administration (CON);
. At least 10 years' experience in managing G2B and G2C projects (GBC);
. At least 10 years' experience in the management and support of Government systems and services (GSS);
. At least 6 years' experience in project management (PRM);
. 4 years' experience in managing Government IT standards (ITG) is an advantage;
. 4 years' experience in IT service/outsourcing management (OUT) is an advantage;
. 4 years' experience in work with the Government (GOV) is an advantage.
- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
- At least 8 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
