Job Key No 39275 Job Title/ Category Contract Systems Analyst (Bid Ref 59756-1) Number Of Vacancy 1 Relevant Field Others Nature Contract Deadline 22 May 2026 Contract Period 24 Jul 2026 to 31 Jan 2027 (6 months) Payroll under InfoTech Employer Business Government T26 Contract Location Base 2/F, Cheung Sha Wan Jockey Club Clinic, 2 Kwong Lee Road, Cheung Sha Wan, Kowloon Work in Guangdong Province N/A Monthly Salary Range HK$ N/A - N/A Project Nature (T26) DH Departmental Data Collaboration Platform Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DH; This role will work on the data systems and management project of the Department of Health. - Focus on data infrastructure setup and data interfacing implementation for the data management platforms. - Design, provision, and configure the core data infrastructure, including servers, storage, server virtualisation, networking, and cloud/hybrid environments, ensuring it is secure, efficient, reliable, and scalable. - Establish the interface infrastructure for ETL/ELT pipelines, data models, and integrations to ensure accurate, consistent, and governed ingestion and structuring of large-scale, multi-source datasets. - Configure and deploy secure, auditable digital data exchange infrastructure, including APIs, gateways, and transfer protocols, to enable governed data sharing across Health Family and external B/Ds in compliance with HDGSC technical requirements. - Establish comprehensive monitoring, performance tuning, disaster recovery, and operational procedures to ensure the high availability, reliability, and efficiency of the data platform infrastructure and services. - Collect requirements and implement solutions by working closely with cross-functional teams, including statisticians, data scientists, data analysts, technology and transformation teams, to ensure the data management platform meets the organisations' requirements and supports its goals. Yrs of Total Post-Quali Exp 8.0 Yrs of Relevant Exp 8.0 Requirements - A Bachelor's degree or above in computer science, information technology, business management, or a related engineering field is required. - Minimum 8 years of hands-on experience in server, network, and database platform establishment, including cloud data computing, data lakes and warehouses, and data pipelines etc. - Minimum 8 years of hands-on experience in: - Infrastructure architecture (on-premise, cloud, or hybrid environments) - Virtualisation technologies (VMware vSphere/ESXi or equivalent) - Networking design and security principles - Data platform management and pipeline development (ETL/ELT tools, data lakes/warehouses) - Knowledge of advanced data modelling techniques and programming languages (SQL, Python, R, or JavaScript). - Strong analytical skills to identify patterns and insights from large and complex data infrastructure and cloud environment. - At least 4 years of vendor management experience, directly engaging vendors in technical design and implementation details. - At least 4 years of experience in Government or Government-related environments in a comparable capacity. Possess excellent communication and collaboration skills to work effectively with cross-functional teams. Technical Skills: . At least 8 years' experience in System Backup Operation (BKO); . At least 8 years' experience in Microsoft SQL Server (MSS); . At least 8 years' experience in Server Virtualisation Technology (SVT); . At least 8 years' experience in Virtual LAN/LAN Switching (VLS); . At least 6 years' experience in Virtual Private Network (VPN); . At least 6 years' experience in Structured Query Language (SQL); . At least 6 years' experience in IT Security (ITS); . At least 6 years' experience in Linux System Administration (LIN); . At least 2 years' experience in Production Database Support (PDS); . At least 2 years' experience in Storage Area Network (SAN); . At least 2 years' experience in Data Administration (DAM); . At least 2 years' experience in Data Architecture (DAR); . At least 2 years' experience in Data Encryption Technology (DET). Non-technical Skills: . Good coordination skills is a must; . At least 4 years' experience in work with the Government (GOV); . At least 4 years' experience in managing Government IT standards (ITG); . At least 4 years' experience in IT Service Management (SMG); . At least 4 years' experience in vendor management (VMG); . 2 years' experience in contract administration (CON) is an advantage; . 2 years' experience in site preparation (SPE) is an advantage; . 2 years' experience in conducting IT training/briefing (ITT) is an advantage; . 2 years' experience in quality assurance (QAS) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 8 years' post-qualification experience in which at least 8 years' relevant experience in a similar post and in a comparable capacity.
