Design, analyze, develop, and enhance the existing AI-based chiller plant optimization application- ChillStream, covering data pipelines, data visualization, analytics, AI model training and inference, web and mobile platforms, and dashboards through programming. 2. Collaborate with vendors to conduct Security Risk Assessment & Audit (SRAA) and ensure ongoing compliance with relevant standards and policies. 3. Work closely with stakeholders, developers, and vendors on requirement gathering, system design, implementation, testing, and rollout. 4. Deploy ChillStream to new venues, ensuring smooth integration and operation. 5. Develop and maintain system monitoring tools to ensure application stability and performance. 6. Collaborate with relevant parties to enhance and support existing infrastructure, ensuring continuous improvement and operational reliability. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the E&MSD; 1. Lead the design, development, and testing of ChillStream, including but not limited to data analytics, visualization, mobile apps, and dashboards. Manage integration with iBMS/RDCC, revamp existing systems, and ensure data standardization and quality for high-performance operations. 2. Coordinate with key stakeholders to define and refine user requirements, project scope, and objectives. 3. Plan and control all phases of application development, including system analysis, design, procurement, programming, implementation, and maintenance. 4. Lead the study and planning to streamline data flow and management protocols, ensuring high data quality across systems. 5. Establish and manage standards and protocols for data collection and preparation to meet current and future analytics needs. 6. Oversee the development and maintenance of ETL (Extract, Transform, Load) processes to support reliable data pipelines. 7. Monitor and guide the performance of subordinates. 8. Ensure timely delivery of project milestones while maintaining high quality standards. 9. Perform other IT services or tasks as assigned by the supervisor. Yrs of Total Post-Quali Exp 4.0 Yrs of Relevant Exp 1.0 Requirements 1. Degree in computer subjects or related disciplines; 2. Four or more years&;#8217; experience in application development or related fields, with project management or technical consultancy and supervising a team of two (2) members or more; 3. Strong understanding in project management, feasibility or technical studies, system analysis and design, application programming, operation management, system programming and specialized technical support; 4. Strong knowledge on data handling, data architecture, data management, data analytics, Business Intelligence tools, applications and development; 5. Solid experience in business application development and AI application development using Python, JavaScript, influxDB, SQL Server, MongoDB, and FastAPI/ django 6. Slid experience in using containerization technologies (Docker, Kubernetes, etc.); 7. Strong and practical knowledge as well as solid experience in application system and database design and implementation; 8. Good knowledge of programming languages and framework (Python, JavaScript, etc.); 9. Good edge on version control software (e.g. Git and/or Team Foundation Version Control). 10. Good knowledge of system architecture and infrastructure design; 11. Knowledge on MQTT and BACnet protocol is preferred. 12. Good writing, communication and presentation skills in English and Chinese; 13. Strong commitment to project deadline and delivering high quality work; 14. Being creative, having strong analytical capability, self-initiative, responsible and well-organized; and 15. Strong interpersonal relationship and emotional management. 16. Demonstrate a solid understanding of programming, web technologies, data pipelines, databases, and AI technologies through a coding test administered on the interview day. Technical Skills: . At least 5 years' experience in IT Application Development and Management (ADM); . At least 3 years' experience in System Implementation and Maintenance/Support (SIM); . At least 2 years' experience in Web Programming (WEB); . At least 2 years' experience in business intelligence/data mining (BDM); . At least 2 years' experience in Data Architecture (DAR); . At least 2 years' experience in Data Management (DMT); . At least 1 year's experience in Disaster Recovery Planning (DRP); . At least 1 year's experience in JavaScript Programming (JAP); . 3 years' experience in Data Administration (DAM) is an advantage; . 3 years' experience in Data Modeling (DMO) is an advantage; . 2 years' experience in IT Planning (ITP) is an advantage; . 1 year's experience in IT Security (ITS) is an advantage; . 1 year's experience in Network & System Management (NSM) is an advantage; . 1 year's experience in Security Risk Assessment and Audit (SAA) is an advantage; . 1 year's experience in Infrastructure (INF) is an advantage; . 1 year's experience in Data Encryption Technology (DET) is an advantage; . 1 year's experience in batch job monitoring (BJM) is an advantage; . 6 months' experience in Microsoft SQL Server (MSS) is an advantage. Non-technical Skills: . At least 1 year's experience in software testing (STM); . 1 year's experience in tender preparation and administration (TPA) is an advantage; . 1 year's experience in work with the Government (GOV) is an advantage; . 1 year's experience in project management (PRM) is an advantage; . 1 year's experience in IT strategy and policy advice (SPA) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 4 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
