To lead the ongoing maintenance, enhancement, and technical support of the Regional Digital Control Centre (RDCC), and to conduct feasibility studies, systems analysis, and design for upcoming system enhancements and integration of new venues and features. 2. To oversee and supervise the Analyst Programmer(s) in the development of in-house office automation applications, data migration, and system integration work. 3. To manage and coordinate system testing, user acceptance testing (UAT), and quality assurance for system patches, new feature releases, and network changes. 4. To prepare and maintain IT documentation, including project plans, technical specifications, user manuals, procedures, and management reports. 5. To provide daily operational support and administration of IT applications, server systems, computer network, desktop computers and laptop computers for the Municipal Sector Division (MunSD), in coordination with EMSD departmental IT support team. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the E&MSD; A. To conduct feasibility studies, systems analysis, and solution design for RDCC enhancements and in-house application development, providing technical direction and working with Analyst Programmer on implementation. B. To lead and supervise the Analyst Programmer in application development, maintenance, bug fixing, and enhancement across RDCC and various in-house applications using modern web and mobile technologies (including Laravel, Vue, Flutter, and .NET). C. To lead the research, design, and development of various in-house applications with the adoption of AI technologies, identifying opportunities to leverage AI to improve divisional operational efficiency and workplace productivity. D. To coordinate with vendors, users, and the EMSD departmental IT support team on IT project implementation, and general IT support matters. E. To perform other tasks assigned by supervisor. Yrs of Total Post-Quali Exp 5.0 Yrs of Relevant Exp 1.0 Requirements i) Degree or Associate degree or Higher diploma in computer subjects or related disciplines ii) At least 5 years' post-qualification information technology experience, with at least 3 years in a systems analyst or lead developer capacity in application development iii) Solid experience in system analysis, design, and full-lifecycle web application development and maintenance iv) Proficiency in the following technical stack is highly preferred i. Backend: Laravel (PHP), Node.js, Python, .NET (C#) ii. Frontend: Vue.js, React, Flutter iii. Database: MySQL / MS SQL iv. Infrastructure/OS: Ubuntu (Linux), Windows Server, Azure Cloud v. Web Server: NGINX, Apache2 vi. Networking: LAN/WAN, VPN, network planning and migration v) Strong commitment to project deadline and delivering high quality work vi) Creative, analytical, self-initiative, responsible and well-organized vii) Good communication skills in English and Cantonese Technical Skills: . At least 5 years' experience in IT Application Development and Management (ADM); . At least 3 years' experience in Structured Query Language (SQL); . At least 3 years' experience in Web Programming (WEB); . At least 2 years' experience in .Net Development (NDE); . At least 2 years' experience in Network Design (NDN); . 3 years' experience in Information System Study (ISS) is an advantage; . 2 years' experience in JavaScript Programming (JAP) is an advantage; . 2 years' experience in Linux System Administration (LIN) is an advantage; . 2 years' experience in MySQL (MSQ) is an advantage; . 2 years' experience in Networking (NET) is an advantage; . 2 years' experience in Object-oriented Analysis and Design (OOA) is an advantage; . 2 years' experience in PHP programming (PHP) is an advantage; . 2 years' experience in Windows Server 2008/2012 (W12) is an advantage; . 1 year's experience in Unix/Linux Shell Scripting (ULS) is an advantage; . 1 year's experience in Virtual Private Network (VPN) is an advantage; . 1 year's experience in Source Control Management System (SCM) is an advantage. Non-technical Skills: . At least 3 years' experience in project management (PRM); . At least 2 years' experience in quality assurance (QAS); . At least 2 years' experience in software testing (STM); . Good coordination skills is a must; . Good written English is an advantage; . 2 years' experience in people management (PMG) is an advantage; . 1 year's experience in Government tendering procedures (GTP) is an advantage; . 1 year's experience in conducting IT training/briefing (ITT) is an advantage; . 1 year's experience in vendor management (VMG) is an advantage; . 1 year's experience in presentation (PRT) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 5 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
