Project implementation and IT Service Management (ITSM) for the Smart Library System (SLS) project under the Hong Kong Public Libraries (HKPL). Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the LCSD; 1. Implementation of SLS project under the Hong Kong Public Libraries; 2. Monitoring the project progress and providing regular update to management; 3. Management of system maintenance cycle of application systems; 4. Coordinating with internal users, contractors and external organization for the SLS project, and various LCSD venues for the Wi-Fi Connected City programme 5. Managing the performance and reviewing deliverables of outsourcing contractors; 6. Defining user requirements, conducting system analysis and design, data conversion, system test, user acceptance tests and production release for new application systems; 7. Arranging project related services / equipment acquisition; 8. Providing technical advice to user sections and management; 9. Performing on-call support and other duties as required, and working outside normal working hours if necessary; and 10. Carrying out other duties assigned by senior officers. Yrs of Total Post-Quali Exp 6.0 Yrs of Relevant Exp 4.0 Requirements 1. University Degree in Computer Science / Computer Studies, or equivalent; 2. Level 2 or above in Chinese Language and Level 3 or above in English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE) [see Note (1)], or equivalent; 3. At least six (6) years&;#8217; post-qualification experience including four (4) years in the capacity of system analyst role, engaging in the management of IT system development, implementation and maintenance life-cycle; and two (2) years of Government project experience; 4. Experience in large-scale library systems, RFID technology, application system analysis & design, IT Service Management (ITSM), PMP and PRINCE will be an advantage; 5. Strong negotiation, communication and interpersonal skills; 6. Good command of both spoken and written English and Cantonese; and 7. Strong analytical ability, management and problem-solving skills. Technical Skills: . At least 4 years' experience in IT Application Development and Management (ADM); . At least 4 years' experience in System Implementation and Maintenance/Support (SIM); . 1 year's experience in IT Security (ITS) is an advantage; . 1 year's experience in Project Management Professional (PMP) (PMP) is an advantage; . 1 year's experience in PRINCE (PRE) is an advantage. Non-technical Skills: . At least 4 years' experience in project management (PRM); . At least 3 years' experience in IT service/outsourcing management (OUT); . At least 2 years' experience in work with the Government (GOV); . 2 years' experience in the management and support of Government systems and services (GSS) is an advantage; . 2 years' experience in managing Government projects (MGP) is an advantage; . 2 years' experience in IT procurement (PRO) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 6 years' post-qualification experience in which at least 4 years' relevant experience in a similar post and in a comparable capacity.
