Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DPO; - Manage all aspects of IT project activities including project planning, design and implementation; - Monitor and control on various activities at ITMUs, including user and vendor management, quality control, risk management and management reporting; - Plan, direct, monitor and coordinate project activities to ensure project objectives are accomplished within prescribed time frames and budgets; - Report progress, follow up outstanding issues, suggest solutions and resolve conflicts and crisis for IT projects; - Ensure project deliverable are delivered on time with good quality and seek endorsement from PSCs (Project Steering Committee); - Liaise with vendors on various IT project stages including system analysis & design, testing and system implementation, etc.; - Plan, manage and monitor email services implementation and migration; - Conduct technical studies, procure service and carry out implementation on various IT initiatives where necessary. Yrs of Total Post-Quali Exp 8.0 Yrs of Relevant Exp 2.0 Requirements The following are essential: - Solid experience in implementation and maintenance of large-scale IT application and system projects - At least eight years' post-qualification information technology experience of which two years must be in a similar post and in a comparable capacity - Solid experience in IT project management - Solid experience in Security Risk Assessment and Audit (SRAA) exercise and cybersecurity assessment for public-facing and internal IT system - Experience in building enterprise web applications, performance testing and trouble shooting - Experience in vendor management The following are preferable: - Solid experience in Java/J2EE system development and integration of complex solutions using Java/J2EE - Solid experience in project management methodologies, e.g. SSADM, Prince and PMP Details - Solid experience in managing and monitoring outsourced projects - Solid experience in managing IT projects in Government departments Technical Skills: . At least 3 years' experience in Office Automation (OAN); . At least 3 years' experience in Security Risk Assessment and Audit (SAA); . At least 2 years' experience in IT Application Development and Management (ADM); . At least 1 year's experience in Web Hosting, Design and Maintenance (WED); . 3 years' experience in J2EE Development (JDE) is an advantage; . 2 years' experience in SSADM (SDM) is an advantage; . 2 years' experience in Tomcat Application Server (TOM) is an advantage; . 1 year's experience in Project Management Professional (PMP) (PMP) is an advantage; . 1 year's experience in PRINCE (PRE) is an advantage; . 1 year's experience in Microsoft SQL Server (MSS) is an advantage; . 1 year's experience in Enterprise Application Integration (EAI) is an advantage; . 1 year's experience in Java Application Framework (e.g. Struts (Apache)) (JAF) is an advantage; . 1 year's experience in Web Services (WSV) is an advantage. Non-technical Skills: . At least 2 years' experience in project management (PRM); . At least 2 years' experience in vendor management (VMG); . 1 year's experience in managing Government projects (MGP) is an advantage; . 6 months' experience in IT service/outsourcing management (OUT) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 8 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
