(T26) Engagement of a full-time Contract Analyst/Programmer(CAP)for 12 months under the T-Contract arrangement of the Digital Policy Office (DPO), with a view to assisting in the development and implementation of a new application system "2nd Generation electronic Grant Management System (eGMS II)" of the Research Fund Secretariat of the Health Bureau.

| Duties |
- Serve a contract assignment under InfoTech's headcount, full-time second to serve the HHB;
Responsible for data migration and system testing for the development of the 2nd Generation Electronic Grant Management System (eGMS II):
1. Support the data migration from the existing eGMS to eGMS II.
2. Assist in the design and review of the methodology of data migration from the existing eGMS to eGMS II .
3. Support the quality assurance and quality control on deliverables of the eGMS II.
4. Prepare test cases on workflows and operations.
5. Conduct tests to ensure the quality of deliverables before user acceptance test.
6. Document system defects and follow up with the vendor.
7. Ensure the documents provided by the vendor meet the Government's requirements.
8. Produce the required documents for the system that meet the Government's requirements.
9. Perform any other duties assigned by the supervisors.

| Requirements |
i. Degree in Computer Science or relevant disciplines; or equivalent.
ii. At least 4 years' post-qualification Information Technology (IT) related experience.
iii. Prior experience in software development and/or vendor management of Government IT projects.
iv. At least 1 year of experience in system quality assurance / quality control.
v. At least 2 years of experience in data migration.
vi. Application development using Spring Boot / WebMVC, React JS, jQuery, JavaScript, MySQL / MariaDB Database.
vii. Possess excellent vendor management skills.
viii. Possess excellent communication skills with internal users and the vendor.
ix. Experience in projects using waterfall and Agile methodology.
x. Participate in the development of programs and ensure program testing meets user requirements.
xi. Produce and maintain well-documented programs that adhere to standards and satisfy user requirements.
xii. Knowledge and experience in GCIS / EGIS is an advantage.
xiii. Knowledge and experience in testing automation is an advantage.
xiv. Proven experience in internet-facing application security design and management is preferred.
xv. Up-to-date knowledge and experience of evolving technology, such as ChatGPT and Business Intelligence tools, will be advantageous.
xvi. Strong communication, presentation, leadership, interpersonal, analytical and problem-solving skills.
xvii. Self-motivated and able to work under pressure independently to meet tight deadlines.
xviii. Good written and spoken communication skills in Chinese and English.
xix. The job is intended to be a 12-month contract service. The contract staff service of the assignment will be extended subject to the performance of the staff.
xx. Criminal record check is required.
Technical Skills:
. At least 4 years' experience in IT Application Development and Management (ADM);
. At least 4 years' experience in JAVA Programming (JAV);
. At least 4 years' experience in Structured Query Language (SQL);
. At least 4 years' experience in Web Programming (WEB);
. At least 2 years' experience in MySQL (MSQ);
. 4 years' experience in Apache Web Server (AWS) is an advantage;
. 4 years' experience in HTML5 (HT5) is an advantage;
. 4 years' experience in Java Application Framework (e.g. Struts (Apache)) (JAF) is an advantage;
. 4 years' experience in JavaScript Programming (JAP) is an advantage;
. 2 years' experience in Document Flow/Workflow Management System (DOC) is an advantage.
Non-technical Skills:
. At least 2 years' experience in work with the Government (GOV);
. At least 2 years' experience in quality assurance (QAS);
. At least 2 years' experience in vendor management (VMG).
- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
- At least 4 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
