The role involves conducting detailed requirements analysis, preparing technical specifications, supporting implementation and testing, and providing specialist advice on AI infrastructure, application security controls, and the deployment of AI solutions in line with the departmental AI strategy. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the C&SD; 1. To conduct system analysis, design, and implementation for C&SD's AI infrastructure, including integration with the Big Data Analytics Platform (BDAP), on-premise Large Language Models (LLMs), external API access, containerization, and migration of legacy workflows to AI-assisted automated processes. 2. To support the development, configuration, and deployment of AI applications on shared platforms, including tools such as OpenWebUI, n8n, and RAGFlow. 3. To implement monitoring tools and incident response procedures to ensure the secure and stable operation of AI platforms and applications. 4. To design and implement comprehensive evaluation tools and frameworks to assess the accuracy, safety, bias and operational efficiency of deployed AI applications. 5. To provide technical support and prepare documentation for C&SD's advisory/consultancy services, as well as assist in solution deployments to other Bureaux/Departments (B/Ds). 6. To research and evaluate emerging AI and Data Science technologies (e.g., AI Engineering, Agentic Workflows) and prepare technical reports on their potential integration into departmental systems. 7. To collaborate with team members and external contractors to ensure timely delivery of system components and resolve technical issues. 8. To perform any other duties as required. Yrs of Total Post-Quali Exp 6.0 Yrs of Relevant Exp 2.0 Requirements Solid working experience as a Systems Analyst, AI/Data Engineer, or MLOps practitioner in the following areas: - AI & Big Data Infrastructure: Hands-on experience with cloud or on-premise AI platform operations, performance monitoring, and resource optimisation; experience with MLOps practices and CI/CD pipelines; exposure to LLM deployment or fine-tuning in enterprise or government environments. - AI Application Development: Experience developing and deploying AI/ML solutions, including NLP pipelines, LLM fine-tuning, RESTful API integration, and text retrieval or search frameworks (e.g., Elasticsearch, vector databases, or RAG pipelines). - IT Security & Governance: Experience applying security best practices within government or enterprise IT environments, including data privacy controls and secure API integration. - Technical Collaboration & Support: Experience translating technical requirements into functional specifications, supporting cross-functional teams and external contractors across the full project lifecycle, from requirements definition through to QA. - Government/Enterprise Project Experience: Experience working on HKSAR Government projects (preferred) or large-scale enterprise AI/Data Science projects. Desirable Qualifications: - Certifications in AI or Data Science (e.g., Microsoft Azure Data Scientist Associate, Azure AI Engineer Associate) - Certifications in Cloud Platforms (e.g., AWS Solutions Architect) - Certifications in IT Security (e.g., CISM/CISSP) Technical Skills: . At least 2 years' experience in IT Application Development and Management (ADM); . At least 2 years' experience in business intelligence/data mining (BDM); . At least 1 year's experience in Information Security Management (ISM); . 1 year's experience in Server Virtualisation Technology (SVT) is an advantage; . 1 year's experience in Technical Architectural Support (TAS) is an advantage. Non-technical Skills: . 1 year's experience in managing corporate IT security framework (CSF) is an advantage; . 1 year's experience in managing Government projects (MGP) is an advantage; . 1 year's experience in IT service/outsourcing management (OUT) is an advantage; . 1 year's experience in project management (PRM) is an advantage; . 6 months' experience in vendor management (VMG) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 6 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
