Additional manpower with IT background is required to handle tasks involving obstacle data in relation to big data and advance IT algorithm for the management and analysis of the Airport Height Restriction (AHR) and Hong Kong International Airport Approach Area (HKIAAA) assessment. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the CAD; 1. Big Data (i) Review the available data to be released, and conduct research on and recommend the feasbile technological solution(s) for opening up of data for APSD; (ii) Assist in sourcing the potential IT systems to support the open data policy and implementing the systems; and (iii) Review the requests, circulars and updates from OGCIO on the open data policy and recommend solution(s) in preparing the necessary responses. 2. Data-intensive Tasks (i) Provide support to assess applications and process temporary exemptions under the Hong Kong Airport (Control of Obstructions) Ordinance in particular AAHK 3RS contracts including C3408 (Third Runway Concourse and Apron Works), C3802 (APM and BHS Tunnels and Related Works), AAHK SKYTOPIA project, AsiaWorld-Expo phase 2 etc.; (ii) Provide support to assess and advise Marine Department on applications for Vessel Entry Permit; (iii) Conduct and support AHR assessment of works/development proposals (in particular construction works of Government's Northern Metropolis project) and record maintenance; and (iv) Conduct location and map data conversion for assessing temporary exemptions and works/development proposals. 3. Automation (i) Explore and assist in the implementation of Electronic Submission Hub (ESH) for effective distribution of information; (ii) Assist APSD in converting the existing web-based application forms into respective e-forms; and (iii) Devise suitable IT solution to handle the data-intensive operations, including automation of data processing. Yrs of Total Post-Quali Exp 3.0 Yrs of Relevant Exp 1.0 Requirements 1. Degree holder in Computer Science, Information Technology or equivalent; 2. At least 2 years of aviation, project management or IT experience; 3. Possess knowledge and experience in systems analysis, design and implementation, especially for Government projects; 4. Possess knowledge and experience in data processing and Geographic Information System (GIS); 5. Possess knowledge and experience in aviation and airport height restriction requirement, and Government IT policies and initiatives will be an advantage; 6. Proficient in MS Office applications, knowledge in AutoCAD is an advantage; 7. Good command of spoken and written English and Chinese. Technical Skills: . At least 1 year's experience in Windows 7/8/10 (W10); . 1 year's experience in Web Programming (WEB) is an advantage; . 1 year's experience in Computer Aided Design (CAD) is an advantage. Non-technical Skills: . At least 1 year's experience in work with the Government (GOV); . At least 1 year's experience in the management and support of Government systems and services (GSS); . At least 1 year's experience in managing Government projects (MGP). - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 3 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
