Job Key No 38854 Job Title/ Category Contract Systems Analyst (Bid Ref 59335-1) Number Of Vacancy 1 Relevant Field Others Nature Contract Deadline 10 Apr 2026 Contract Period 01 May 2026 to 31 Jan 2027 (9 months) Payroll under InfoTech Employer Business Government T26 Contract Location Base Admiralty, may be required to work in Wanchai, Kwun Tong, Homantin, West Kowloon & Chek Lap Kok Work in Guangdong Province N/A Monthly Salary Range HK$ N/A - N/A Project Nature (T26) IT system development, revamp and enhancement Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the SBU; In-house and outsourced system development, revamp and enhancement projects a) Responsible for project management, IT procurement, contractor management, system design, implementation and nursing; b) Take a leading role in coordinating and monitoring assigned projects, work actively with end-users, contractors, team members and other B/D users to facilitate timely and quality completion of projects; c) Elicit user requirements, assist in tender preparation and evaluation, participate in business process re-engineering and feasibility study; d) Participate in system analysis and design, provide technical advices, comment on contractors&;#8217; deliverables, review network and system configuration, coordinate user acceptance tests, prepare system documentation and facilitate production rollout; e) participate in IT security risk assessment & audit; f) monitor contractor progress and work quality, follow up project issues and resolve possible conflicts; and g) perform any other duties assigned by supervisors. Remark: Overtime work and on-call support work outside office hours may be required. Yrs of Total Post-Quali Exp 10.0 Yrs of Relevant Exp 8.0 Requirements The appointed staff shall have: a) degree in computer subjects or related disciplines; b) hands-on experience in project management using PMP, SSADM and PRINCE, coordination of resources and schedule, collection of user requirements, system analysis and design, application testing and production rollout of large-scale application systems; c) experience in contractor management and management of outsourced project; d) experience in Windows Server, Java application server, RDBMS and web programming; e) hands-on experience in managing in-house and outsourced IT projects under government IT standards and guidelines; f) hands-on experience in IT procurement in the government; g) hands-on experience in IT security risk assessment & audit of government IT systems; h) Independent, self-motivated, good sense of responsibility and team work; i) good command of written and spoken Chinese and English; and j) good communication skills and customer service skills. Technical Skills: . At least 6 years' experience in Function Point Analysis (FPA); . At least 6 years' experience in Project Management Professional (PMP) (PMP); . At least 6 years' experience in PRINCE (PRE); . At least 6 years' experience in Security Risk Assessment and Audit (SAA); . At least 4 years' experience in Reporting (Crystal Report, iReport) (REP); . At least 4 years' experience in Disaster Recovery Planning (DRP); . At least 4 years' experience in IBM DB2 Universal Database (UDB); . At least 4 years' experience in JAVA Programming (JAV); . 6 years' experience in SSADM (SDM) is an advantage; . 6 years' experience in Structured Query Language (SQL) is an advantage; . 6 years' experience in IT Application Development and Management (ADM) is an advantage; . 6 years' experience in IT Security (ITS) is an advantage; . 4 years' experience in SAS (SAS) is an advantage; . 4 years' experience in Visual Basic (VBC) is an advantage; . 4 years' experience in Windows Server 2008/2012 (W12) is an advantage; . 4 years' experience in Web Programming (WEB) is an advantage. Non-technical Skills: . Good coordination skills is a must; . At least 6 years' experience in work with the Government (GOV); . At least 6 years' experience in Government procurement/disposal procedures (GPD); . At least 6 years' experience in the management and support of Government systems and services (GSS); . At least 6 years' experience in managing Government projects (MGP); . At least 6 years' experience in IT service/outsourcing management (OUT); . At least 6 years' experience in IT procurement (PRO); . At least 4 years' experience in conducting IT training/briefing (ITT); . 6 years' experience in quality assurance (QAS) is an advantage; . 6 years' experience in vendor management (VMG) is an advantage; . 6 years' experience in project management (PRM) is an advantage; . 4 years' experience in negotiation (NEG) is an advantage; . 4 years' experience in customer relations (ECR) is an advantage; . 4 years' experience in Business Process Re-engineering (BPE) is an advantage; . 4 years' experience in customer service (CLS) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 10 years' post-qualification experience in which at least 8 years' relevant experience in a similar post and in a comparable capacity.
