(T26) System implementation, production support and quality assurance for the Information Technology (IT) System for 2026 Population Census (26C), and relevant data collection and data dissemination systems of Census and Statistics Department (C&SD)

| Duties |
- Serve a contract assignment under InfoTech's headcount, full-time second to serve the C&SD;
System implementation, technical support and setup for web applications and mobile applications of the 2026 Population Census (26C) and the job duties include but not limited to the following:
- To assist Project Manager in coordinating and monitoring project activities;
- To provide technical advice on the integration and implementation of sub-systems in the 26C;
- To provide system enhancement for existing sub-systems using Microsoft SQLServer and .NET;
- To review project deliverables produced by Service Contractor and other vendors;
- To provide input and support to Service Contractors in detailed system design to meet user and infrastructure requirements;
- To provide ad-hoc production support during the census operation;
- To report progress regularly on tasks assigned;
- To provide support on decommission of the 26C sub-systems after the census operation;
- To assist post implementation review of data collection sub-system; and
- To perform other duties as required by C&SD.

| Requirements |
Have solid experience in system implementation and maintenance projects in the following areas:
1. Solid working experience program development and application support in the following areas:
- HTML, Internet/Intranet, XML, JSON
- Microsoft Active Server Page Scripting
- Microsoft SQL Server database
- Visual Studio .NET programming
- Web Services such as RESTful API
- Linux / Open Source development
- Web application development
2. Solid working experience in monitoring outsourced contractor for system implementation projects;
3. Preferable to have working experience in the following areas:
- Configuring and performance tuning in Microsoft SQL Database (version 2016, 2017, 2019 and 2022);
- C# programming;
- Microsoft .Net framework such as MVC architecture, Entity Framework and LinQ;
- Dependency injection such as StructureMap;
- MS SQL Azuse;
- Configuration and support on Microsoft Internet Information Services and Microsoft SQL Server;
- Rule Engine; and
- Security Risk Assessment and Audit.
Technical Skills:
. At least 9 years' experience in IT Application Development and Management (ADM);
. At least 9 years' experience in Microsoft SQL Server (MSS);
. At least 9 years' experience in Structured Query Language (SQL);
. At least 6 years' experience in Visual Studio. Net (VSN);
. At least 6 years' experience in Web Programming (WEB);
. At least 6 years' experience in MS ASP.NET (MSA);
. At least 3 years' experience in Microsoft Internet Information Services (MIS);
. At least 2 years' experience in System Implementation and Maintenance/Support (SIM);
. 2 years' experience in IT Security (ITS) is an advantage.
Non-technical Skills:
. At least 9 years' experience in work with the Government (GOV);
. At least 3 years' experience in vendor management (VMG);
. 3 years' experience in Government procurement/disposal procedures (GPD) is an advantage;
. 3 years' experience in managing Government projects (MGP) is an advantage;
. 3 years' experience in IT procurement (PRO) is an advantage.
- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
- At least 9 years' post-qualification experience in which at least 6 years' relevant experience in a similar post and in a comparable capacity.
