Gather requirements, design and analyse solutions for the training management, contract management and business workflow related systems. 2. Coordinate with vendors and developments on timely quality delivering of in-house systems. 3. Drive liaison with EMSD stakeholders over requirements elicitation and feedback to user representatives from Strategic Business Units. 4. Bridge business ideas into development goals for follow up. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the E&MSD; 1. To carry out due diligence, feasibility study, user requirement gathering, mockup, system analysis and design, documentation, report generation and testing of in-house systems; 2. To supervise the outsourced contractors on implementation, enhancement and maintenance of various systems according to the prevailing IT best practices promulgated by DPO; 3. To elicit the detailed user requirements on system enhancement functionalities and user experience with end users and derive detailed documentation for development teams; 4. To investigate user reported issues to formulate enhancement requests or raise support ticket with reference to available system functions; 5. To propose and persuade users with appropriate solutions; 6. To provide briefing / training sessions to users and vendors; 7. To ensure project deliverables to be on time and meet quality standard; and 8. To perform other IT services or tasks as assigned by supervisor. Yrs of Total Post-Quali Exp 3.0 Yrs of Relevant Exp 2.0 Requirements 1. Degree in computer subjects or related disciplines. 2. Must have 3 years or more of business analyst experience. 3. Certification in PRINCE2 is required. 4. Solid experience in managing large-scale web application systems. 5. Solid system or business analysis experience in large scale projects. 6. Strong knowledge in user interface design. 7. Strong commitment to project deadline and delivering high quality work. 8. Good writing, communication and presentation skills in English and Chinese; 9. Creative, analytical, self-initiative, responsible and well-organized. 10. DevOps experience for Agile/Scrum/Kanban is an advantage. 11. Work experience in government department is required. 12. Familiar with government IT policies and guidelines, in particular in IT security e.g. Baseline IT Security Policy (S17) and IT Security Guidelines (G3) are preferred. Technical Skills: . At least 3 years' experience in IT Application Development and Management (ADM); . At least 1 year's experience in Document Management System (DMS); . At least 1 year's experience in Document Flow/Workflow Management System (DOC); . At least 1 year's experience in Electronic Form (EFM); . At least 1 year's experience in PRINCE (PRE); . At least 1 year's experience in Adobe Illustrator (ADI). Non-technical Skills: . At least 2 years' experience in Business Process Modeling (BPM); . At least 2 years' experience in work with the Government (GOV); . At least 2 years' experience in project development in specified business areas (PDE); . At least 2 years' experience in presentation (PEX); . At least 1 year's experience in software testing (STM); . At least 1 year's experience in the management and support of Government systems and services (GSS); . 1 year's experience in conducting IT training/briefing (ITT) is an advantage; . 1 year's experience in managing Government projects (MGP) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 3 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
