Job Key No 38842 Job Title/ Category Contract Systems Analyst (Bid Ref 59313-1) Number Of Vacancy 1 Relevant Field Application Development Nature Contract Deadline 08 Apr 2026 Contract Period 01 May 2026 to 31 Jan 2027 (9 months) Payroll under InfoTech Employer Business Government T26 Contract Location Base Kowloon Bay Work in Guangdong Province N/A Monthly Salary Range HK$ N/A - N/A Project Nature (T26) - Development of OutSystems applications for system enhancements - Provide support and maintenance on OutSystems application development platform - Development of Java programs for system enhancements - Provide support and maintenance on Java EE application systems Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the E&MSD; - To perform application development, system design, system analysis, coding, documentation, testing, user training, maintenance and enhancement for eCAS Revamp project and Expert Database System; - To administer, support, health check and monitor application systems; - To assist procurement of IT equipment and services when necessary; Yrs of Total Post-Quali Exp 8.0 Yrs of Relevant Exp 5.0 Requirements - Have a Degree in Computer Science, Computer Engineering, Information Engineering, or related IT disciplines, or equivalent; - Have at least 8 years relevant working experience in the development/maintenance of application software systems and - Minimum of 5 years of hands-on development experience using OutSystems is required. - Proven hands-on experience in reactive web development is essential. - Knowledge and experience in systems analysis and design - Experience in feasibility/technical studies - Work experience in government department is required. - Familiar with government IT policies and guidelines, in particular in IT security e.g. Baseline IT Security Policy (S17) and IT Security Guidelines (G3) are preferred. Having the following working experience and skill sets would be an advantage: (i) experience in feasibility/technical studies (ii) administration of OutSystems, Windows Server 2019, Redhat Linux, JBoss, Tomcat & Oracle DB (iii) Oracle DB performance tuning, system backup and recovery (iv) qualifications such as Oracle Certified Professional/DBA, Oracle Java Certificates or equivalent. Technical Skills: . At least 6 years' experience in Object-oriented Analysis and Design (OOA); . At least 5 years' experience in SQL Server Reporting Services (SRS); . At least 5 years' experience in JAVA Programming (JAV); . At least 5 years' experience in .NET C# (NEC); . At least 3 years' experience in SSADM (SDM); . 6 years' experience in System Implementation and Maintenance/Support (SIM) is an advantage; . 5 years' experience in IT Application Development and Management (ADM) is an advantage; . 4 years' experience in Enterprise Java Beans Development (EJB) is an advantage; . 4 years' experience in IT Security (ITS) is an advantage; . 3 years' experience in Oracle Database Tuning (ODT) is an advantage. Non-technical Skills: . At least 4 years' experience in work with the Government (GOV); . At least 4 years' experience in software testing (STM); . 3 years' experience in IT service/outsourcing management (OUT) is an advantage; . 2 years' experience in Government procurement/disposal procedures (GPD) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 8 years' post-qualification experience in which at least 5 years' relevant experience in a similar post and in a comparable capacity.
