Lead team for IT system solutions, including but not limited to training management, contract management and business workflow related systems with business intelligence. 2. Responsible for coordination with multiple stakeholders and internal/external development teams to deliver system solutions. 3. Close collaboration and prompt response to user representatives from Strategic Business Units for rapid changing and incremental user requirement elicitation. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the E&MSD; 1. Lead project execution to ensure adherence to schedule and scope with a focus on leveraging automation, machine learning, data mining, and AI technologies where appropriate. 2. Manage projects over the full development life cycle with realistic roadmaps and consideration of different aspects in technical, operations and user experiences for good-quality deliverables according to standards. 3. Elicit functional requirements, due diligence, feasibility study, system analysis, design, review, implementation, integration, training, support and advise non-functional concerns like network infrastructure and testing methodologies. 4. Proactively update stakeholders and reflect risks and propose corresponding actions to the stakeholders to ensure resolution in time. 5. Collaborate with cross-functional teams, including software developers, system administrators and business owners. 6. Provide technical guidance and mentorship to team members, including software developers, system administrators, and network engineers. 7. Evaluating new IT technology/products and recommend IT hardware and software solutions. 8. Design, implement, and maintain Kubernetes (k8s) infrastructure to support scalable and resilient application deployments. 9. Implement and manage Single Sign-On (SSO) solutions using Keycloak to enhance security and streamline user authentication across multiple applications. 10. Develop and maintain a robust framework for mobile applications to ensure scalability, performance, and seamless integration with backend services. Yrs of Total Post-Quali Exp 8.0 Yrs of Relevant Exp 5.0 Requirements 1. Degree in computer subjects or related disciplines; 2. With over 8 years' working experience in IT projects; 3. At least 5 years' experience in project management. 4. At least 3 years of in-depth technical experience with Kubernetes (k8s), Single Sign-On (SSO) solutions, and mobile application development is required. 5. Passionate about exploring new digital technology and frameworks; 6. Creative, analytical, self-initiative, responsible and well-organized; 7. Good team player and leader, proactive communication with teammates and subordinates; 8. Strong analytical and problem-solving skills in business and technical aspects; 9. Strong commitment to project deadline and delivering high quality work; 10. Good interpersonal relationship and emotion management; 11. Excellent coordination skills are essential; 12. DevOps experience for Agile/Scrum/Kanban is an advantage; 13. Good command of written English and fluent Cantonese. Putonghua is an advantage; 14. Work experience in government department is required; 15. Familiar with government IT policies and guidelines, in particular in IT security e.g. Baseline IT Security Policy (S17) and IT Security Guidelines (G3) are preferred. Technical Skills: . At least 8 years' experience in Client/Server Application Development (C/S); . At least 5 years' experience in Infrastructure (INF); . At least 5 years' experience in Microsoft Active Directory Administration (ADA); . At least 5 years' experience in IT Application Development and Management (ADM); . At least 5 years' experience in Authentication Server (AUS); . At least 5 years' experience in Data Encryption Technology (DET); . 2 years' experience in Document Flow/Workflow Management System (DOC) is an advantage; . 2 years' experience in Departmental Portal (DPS) is an advantage; . 2 years' experience in Enterprise Application Integration (EAI) is an advantage; . 2 years' experience in business intelligence/data mining (BDM) is an advantage; . 2 years' experience in Information Security Management (ISM) is an advantage; . 2 years' experience in Data Architecture (DAR) is an advantage. Non-technical Skills: . At least 5 years' experience in Business Process Re-engineering (BPE); . At least 5 years' experience in Business Process Modeling (BPM); . Good coordination skills is a must; . At least 4 years' experience in project management (PRM); . At least 3 years' experience in people management (PMG); . Excellent spoken English is a must; . At least 2 years' experience in work with the Government (GOV); . 2 years' experience in IT service/outsourcing management (OUT) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 8 years' post-qualification experience in which at least 5 years' relevant experience in a similar post and in a comparable capacity.
