Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DEVB; The CSA is responsible to:- - Lead, supervise and provide guidance to the two CAPs in planning, prioritising and executing all testing, automation, helpdesk and documentation tasks for the ECMIS; - Analyse the overall testing and support requirements during the Nursing period, formulate a structured test strategy and schedule, and ensure alignment with project milestones and service levels; - Design the end to end testing process automation solution, including definition of test scenarios, test data strategy and integration with existing tools and environments; - Identify, evaluate and recommend appropriate test automation tool(s), including defining evaluation criteria, conducting proof of concept where necessary and documenting the selection rationale; - Prepare tender documents for acquisition of hardware, software, and services necessary for IT system implementation and maintenance; - Provide administrative support for procurement of IT products and services, including coordinating with product and service vendors, estimating the ballpark of the procuring items, and evaluating technical quotations; - Coordinate with internal teams [e.g. Professional Services Unit (&;#8220;PSU&;#8221;), Managing Departments (&;#8220;MDs&;#8221;) and other project teams] and external parties (e.g. IT contractors) to clarify requirements, follow up on defects, and monitor progress of bug fixing and enhancement delivery; - Oversee the daily operation of the support helpdesk, including ticket triage, escalation, tracking, root cause identification and verification of fixes prior to incident closure; - Review and comment on project deliverables produced by IT contractors (such as user manuals and training materials) to ensure completeness, accuracy and compliance with contractual and departmental standards; - Monitor production issues and risks during the Nursing period, maintain issue and risk registers, and recommend mitigation actions and preventive measures; - Prepare concise progress reports, incident statistics, test execution status summaries and management updates for regular project and governance meetings; and - Perform any other IT related tasks as assigned by supervisors to ensure smooth, stable and secure operation of ECMIS during the Nursing period. Yrs of Total Post-Quali Exp 5.0 Yrs of Relevant Exp 3.0 Requirements - Solid knowledge of software testing methodologies, test management and defect tracking tools, and familiarity with test automation frameworks or scripting; - Experience in working across various phases of the system development lifecycle; - Experience in application development, implementation or maintenance using different programming languages and support/development tools/environments, such as JAVA, JSON, XML,REST APIs, and SQL; - Experience in using Microsoft SQL Server; - Experience in testing, maintaining and providing technical support service for application systems of government bureaux/departments; - Experience in Excel reporting or data analysis; - Strong leadership and team supervision skills to manage and mentor CAPs and collaborate with multiple stakeholders; - Good analytical and problem solving abilities, particularly in diagnosing and resolving production issues under time constraints; - Effective communication and documentation skills in English and Chinese for liaising with users, contractors and management, and for preparing clear technical and management reports; - Strong organisation, time management and quality oriented mindset, with attention to detail and adherence to departmental procedures and security guidelines; and - It is an advantage for the candidate to possess experience in delivering and support public-facing government systems that are related to contractor management; Technical Skills: . At least 4 years' experience in IT Application Development and Management (ADM); . At least 4 years' experience in JAVA Programming (JAV); . At least 4 years' experience in Structured Query Language (SQL); . At least 4 years' experience in Web Programming (WEB). Non-technical Skills: . At least 2 years' experience in work with the Government (GOV); . At least 2 years' experience in the management and support of Government systems and services (GSS); . At least 2 years' experience in IT service/outsourcing management (OUT). - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 5 years' post-qualification experience in which at least 3 years' relevant experience in a similar post and in a comparable capacity.
