(T26) System implementation, enhancement and production support for the Information Technology (IT) System for 2026 Population Census (26C), and relevant data collection and data dissemination systems of Census and Statistics Department (C&SD)

| Duties |
- Serve a contract assignment under InfoTech's headcount, full-time second to serve the C&SD;
Implementation, technical support and setup for web applications of the 2026 Population Census (26C) and the job duties include but not limited to the following:
- To develop applications using Microsoft SQL Server and .NET;
- To provide system enhancement for web applications developed using Microsoft SQL Server, .NET and Java Script.
- To assist the preparation of the system analysis and design documentation for 26C sub-systems;
- To review project deliverables produced by Service Contractor and other vendors;
- To assist the user testing, load testing and stress testing on the sub-systems;
- To provide ad-hoc production support during the pilot survey and census period;
- To report progress regularly on tasks assigned; and
- To perform other duties as required by C&SD.

| Requirements |
To have solid working experience in the following areas:
1. Solid working experience in SA&D and program development in the following areas:
- Microsoft SQL Server database
- Visual Studio .NET programming
- Web application development
2. Preferable to have working experience in the following areas:
- HTML, Internet/Intranet, XML, JSON;
- Microsoft Active Server Page Scripting;
- C# programming;
- Web Services such as RESTful API;
- Linux / Open Source development;
- Configuring and performance tuning in Microsoft SQL Database (version 2016, 2017, 2019 and 2022);
- Microsoft .Net framework such as MVC architecture, Entity Framework and LinQ;
- Dependency injection such as StructureMap;
- MS SQL Azure;
- Configuration and support on Microsoft Internet; and Information Services and Microsoft SQL Server.
Technical Skills:
. At least 4 years' experience in IT Application Development and Management (ADM);
. At least 4 years' experience in MS ASP.NET (MSA);
. At least 4 years' experience in Microsoft SQL Server (MSS);
. At least 4 years' experience in Structured Query Language (SQL);
. At least 4 years' experience in Visual Studio. Net (VSN);
. At least 4 years' experience in Web Programming (WEB);
. 1 year's experience in IT Security (ITS) is an advantage;
. 1 year's experience in JAVA Programming (JAV) is an advantage;
. 1 year's experience in Microsoft Internet Information Services (MIS) is an advantage.
Non-technical Skills:
. At least 3 years' experience in work with the Government (GOV);
. 1 year's experience in Government procurement/disposal procedures (GPD) is an advantage;
. 1 year's experience in managing Government projects (MGP) is an advantage.
- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
- At least 4 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
