He/she will be under the supervision of a manager and the lead of a system analyst in carrying out his/her duty, which is mainly related to perform the system analysis and design, system integration, application development of new implementation projects and application enhancement, and system support and maintenance of the existing application systems. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the PlanD; The duties involve analysis, design and programming work for enhancement/revamp/upgrade of existing planning information systems and other computer application systems, fixing of existing application bugs, providing hotline support to end users for application systems and other related tasks. The responsibilities include, but are not limited to, the following activities: - Business modelling, system analysis and design - System integration - Application system testing and deployment - Quality assurance and review - Application system support, maintenance and enhancement - End user/Ad-hoc support - Project, vendor and contractor monitoring Support includes, but are not limited to, the following projects and systems: - Enhancement of Planning Submission Workflow and Monitoring System and Adoption of &;#8220;iAM Smart&;#8221; for Online Submissions - Implementation of an Electronic Processing System for Planning Applications and Representations/Comments/Further Representations on Statutory Plans - Planning Workflow Monitoring System (PWMS) - Electronic Planning Application Submission System (EPASS) - Online Comment Application Yrs of Total Post-Quali Exp 4.0 Yrs of Relevant Exp 2.0 Requirements University/College graduate in Computer Science or relevant disciplines; - At least 4 years in IT experience including application development, quality assurance, system maintenance, system testing, user support and documentation; - At least 3 years hands-on experience in web-based application development and support using Microsoft Visual Studio.Net, MS SQL and JavaScript; - Proven technical skills and solid system development experience in using various application programming languages, application development frameworks (e.g. AngularJS or jQuery) and integrated development environments; - Solid experience in client-server web application development and system integration with databases, APIs, Traditional Chinese and Simplified Chinese handling; and - Good IT professional knowledge and ethics; initiative, proactive, systematic and independent at work; customer and quality focus; good problem analysis skills; good communication and interpersonal skills; and good command in Chinese and English (verbal and written). Technical Skills: . At least 3 years' experience in HTML5 (HT5); . At least 3 years' experience in JavaScript Programming (JAP); . At least 3 years' experience in .NET C# (NEC); . At least 3 years' experience in Web Programming (WEB); . 1 year's experience in JBoss Application Server (JAS) is an advantage; . 1 year's experience in JAVA Programming (JAV) is an advantage; . 1 year's experience in Microsoft SQL Server (MSS) is an advantage. Non-technical Skill: . At least 1 year's experience in work with the Government (GOV). - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 4 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
