Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the PlanD; The successful candidate will join the IT Management Unit of Planning Department to provide IT services to the whole department. His/her duties include, but are not limited to, the following activities: - Business modeling, system analysis and design - System integration - Outsourcing and tendering - Project, vendor and contractor monitoring, e.g. GIC Sites Database and Integrated Site Survey Information System - Quality assurance and review - Application system development and maintenance - Application system testing and deployment - Application system support and maintenance Yrs of Total Post-Quali Exp 4.0 Yrs of Relevant Exp 2.0 Requirements - At least 4 years in IT experience including application development, quality assurance, system maintenance, system testing, user support and documentation; - At least 2 years experience in web-based application development and support using Oracle and .Net; - Proven technical skills and solid system development experience in using various application programming languages, application development frameworks (e.g. JavaScript, .Net and Java) and integrated development environments; - Solid experience in client-server web application development and system integration with Oracle databases, APIs, Traditional Chinese and Simplified Chinese handling; - Good IT professional knowledge and ethics; initiative, proactive, systematic and independent at work; customer and quality focus; good problem analysis skills; - Good communication and interpersonal skills; and good command in Chinese and English (verbal and written); and - More advantageous to have solid experience in support or development of GIS related systems; or have experience in using scripting languages (e.g. python) for GIS software. Technical Skills: . At least 2 years' experience in Experience in C# programming (C#P); . At least 2 years' experience in JavaScript Programming (JAP); . At least 2 years' experience in Microsoft SQL Server (MSS); . At least 2 years' experience in .Net Development (NDE); . At least 2 years' experience in Oracle RDBMS (ODB); . At least 2 years' experience in Web Programming (WEB). Non-technical Skill: . At least 2 years' experience in work with the Government (GOV). - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 4 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
