Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the PlanD; The position is required to perform development, implementation and maintenance of various applications, including IT systems and related business process, especially those related to document management and workflow systems. The responsibilities include, but are not limited to, the following activities: - Business modelling, system analysis and design - Application architecture design and system integration - Application system development and maintenance - Evaluation, testing and installation of solutions - Contractor and vendor management - Project monitoring and management Support includes, but are not limited to, the following projects and systems: - Digitisation of Planning Application Papers and Town Planning Board/ Planning Committee Minutes and Data Mining of Planning Application - Enhancement of Planning Submission Workflow and Monitoring System and Adoption of &;#8220;iAM Smart&;#8221; for Online Submissions - Implementation of an Electronic Processing System for Planning Applications and Representations/Comments/Further Representations on Statutory Plans - Planning Workflow Monitoring System (PWMS) - Electronic Planning Application Submission System (EPASS) Yrs of Total Post-Quali Exp 8.0 Yrs of Relevant Exp 4.0 Requirements - At least 8 years in IT experience including application development, quality assurance, system maintenance, system testing, user support and documentation; - At least 4 years experience in implementation and maintenance support of document management and workflow systems using enterprise package software such as EMC Documentation, Hummingbird, Filenet, Ultimus BPM, etc; - Proven technical skills and system development experience in using various application programming languages, application development frameworks (e.g. JavaScript, J2EE, jQuery, DotNet, Java) and integrated development environments; - Solid experience in application development and system integration, web application development with database; - Solid experience in application/systems, commercial and open-source software; - Good IT professional knowledge and ethics; - Good problem analysis skills, supervising, team-leading skills; - Initiative, proactive, systematic and independent at work, customer and quality focus; and - Good communication and interpersonal skills with good command in Chinese and English (verbal and written) Technical Skills: . At least 4 years' experience in Document Management System (DMS); . At least 4 years' experience in Document Flow/Workflow Management System (DOC); . At least 4 years' experience in EGIS (EGI). Non-technical Skills: . At least 4 years' experience in work with the Government (GOV); . At least 4 years' experience in Government procurement/disposal procedures (GPD). - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 8 years' post-qualification experience in which at least 4 years' relevant experience in a similar post and in a comparable capacity.
