To support the IT team to execute IT matters in the CRU; 2. To provide technical support and monitor contractor on developing, enhancing and maintaining the Environment and Conservation Fund (ECF) Application and Management System (Smart ECF), including data migration, electronic form building, user requirements verification, cloud service and infrastructure, conducting SRAA and PIA, etc.; 3. To manage, enhance and maintain IT systems in CRU, Government e-form, other subscribed online platforms etc., and ensure their compliance with the requirements laid down by the Government; 4. To design and develop the websites of ECF, Environmental Campaign Committee (ECC) and its thematic websites, including improving websites structure, etc.; 5. To oversee the development of new online system(s) by vendor(s) engaged by the ECC; and 6. Any other duties assigned by the supervisors. Yrs of Total Post-Quali Exp 4.0 Yrs of Relevant Exp 3.0 Requirements 1. Degree in Computer Science, IT, Design, or related discipline; 2. In-depth knowledge and experience in Website Design, HTML, HTML5, CSS, PHP, SQL, JSON and JavaScript; 3. In-depth knowledge and experience in website management, administration and conducting Security Risk Assessment and Audit; 4. Experience in managing outsourced contractors for website development and/or system support; 5. In-depth knowledge and experience in conducting system testing and user acceptance test; 6. Knowledge and experience on cloud platform administration and support; and 7. Experience in application development of low-code platform with MongoDB and business workflows of the system with low-coded approach. Technical Skills: . At least 3 years' experience in IT Application Development and Management (ADM); . At least 3 years' experience in Electronic Form (EFM); . At least 3 years' experience in HTML5 (HT5); . At least 3 years' experience in JavaScript Programming (JAP); . At least 3 years' experience in Structured Query Language (SQL); . At least 3 years' experience in Web Programming (WEB); . At least 2 years' experience in EGIS (EGI); . 3 years' experience in Security Risk Assessment and Audit (SAA) is an advantage; . 3 years' experience in Web Hosting, Design and Maintenance (WED) is an advantage. Non-technical Skills: . At least 5 years' experience in work with the Government (GOV); . At least 3 years' experience in the management and support of Government systems and services (GSS); . At least 3 years' experience in IT service/outsourcing management (OUT); . At least 3 years' experience in vendor management (VMG); . 3 years' experience in project management (PRM) is an advantage; . 3 years' experience in managing Government IT standards (ITG) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 4 years' post-qualification experience in which at least 3 years' relevant experience in a similar post and in a comparable capacity.
