Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the LCSD; gather, consolidate and define user requirements; conduct system analysis and design; oversee project development and testing processes; participate in hardware and software selection and setup processes; participate in the design of museum systems using web development tools and software; coordinate development activities with external service providers, internal support teams and project stakeholders; assist in vendor management, project management and contract management; liaise and monitor vendor performance, project management and contract management; assure the quality of project deliverables; prepare procurement specifications and conduct evaluation of proposals; provide system maintenance and enhancements of museum websites and museum related systems; conduct end-user training; prepare system documentation; provide on-call support for emergency production system incidents during non-office hours; and undertake any other duties assigned by supervisors. Yrs of Total Post-Quali Exp 5.0 Yrs of Relevant Exp 3.0 Requirements University Degree in Computer Science / Computer Studies, or equivalent (such as computer engineering, information system, information technology and electronic commerce); Have at least 5 years of solid post-qualification experience in software development and system implementation; Have at least 3 years of solid experience in implementation and support of web-portals or web-based systems; Have at least 3 years of working experience in managing government projects and supporting museum related systems; Working experience in Web Application development with Java, HTML and MS SQL is a MUST; Broad technical knowledge of latest IT technology; Sound knowledge in different project management methodologies including PMP or PRINCE2; Experience in UNIX and SSADM will be an advantage; Independent, proactive and able to work under pressure; Strong negotiation, communication and interpersonal skills; Good command of written and spoken English and Chinese; and Strong analytical ability and problem solving skills. Technical Skills: . At least 3 years' experience in IT Application Development and Management (ADM); . At least 3 years' experience in JAVA Programming (JAV); . At least 3 years' experience in System Implementation and Maintenance/Support (SIM); . 3 years' experience in Web Hosting, Design and Maintenance (WED) is an advantage; . 3 years' experience in XML (XML) is an advantage; . 3 years' experience in Microsoft SQL Server (MSS) is an advantage; . 3 years' experience in Project Management Professional (PMP) (PMP) is an advantage. Non-technical Skills: . At least 3 years' experience in work with the Government (GOV); . At least 3 years' experience in IT procurement (PRO); . 3 years' experience in vendor management (VMG) is an advantage; . 3 years' experience in IT service/outsourcing management (OUT) is an advantage; . 3 years' experience in project management (PRM) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 5 years' post-qualification experience in which at least 3 years' relevant experience in a similar post and in a comparable capacity.
