Responsible for administering and maintaining the corporate website, including content management, quality testing, and collaborating with other divisions. Also, involved in developing and implementing website revamp projects to enhance UI/UX, and providing front-end design advice for web-based application systems. 2. Assisting for projects implementation and evaluation to provide continuous improvement actions and overhaul activities on web-based applications, to ensure web-based applications under top-notch performance. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the E&MSD; 1. To assist in system analysis & design, carry out implementation, documentation, report generation, testing and maintenance of various web application systems; 2. To provide daily operational support, patch upgrade and maintenance of EMSD Corporate Website, EMSD Intranet Website and their respective sub-sites; 3. To assist the feasibility study, user requirement definition, system analysis and design, application development and enhancement, coding, documentation, report generation, testing, user training, maintenance, project management to EMSD Internet/ Intranet Revamp projects due to lifecycle end of existing Corporate Website; 4. To conduct user research and testing to validate webpage design concepts with the creation of wireframes, prototypes and high-fidelity mockups; 5. To monitor website performance and make recommendations for the improvement of user accessibility and interface, also provide application support and perform compatibility tests on web browsers; 6. To collaborate with the development team to resolve any technical issues with the website, and to work closely with stakeholders to gather requirements and ensure the website meets their needs; 7. To evaluate and inspect/review hardware, software, and prepare technical proposals of IT equipment and services for internet enhancement, upgrade of infrastructure and the Intranets; 8. To update system design documents, operation procedures, system configuration documents, drill plans, contingency plans, technical reports, user manuals etc.; and 9. To ensure project deliverables to be on time and meet the quality standard; 10. To evaluate, create and implement departmental specific Artificial Intelligence Chatbot under department latest Agentic AI directives; Yrs of Total Post-Quali Exp 3.0 Yrs of Relevant Exp 1.0 Requirements a. Degree in Computer Science or equivalent disciplines; b. At least 4 years of relevant post-qualification working experience in IT application administration, development and general operations in which 1 year must be in similar post and in comparable capacity; c. Solid experience in web application development and be able to write clean and well-structured code with HTML, CSS, PHP, Python and JavaScript; d. Solid experience in web application and/or mobile application systems using frontend frameworks such as Angular, React, or Vue.js; e. Experience and knowledge in web programming, hosting, design and maintenance of Internet websites; f. Experience of accessible web design with conformance of Web Content Accessibility Guidelines (WCAG) Standards; g. Experience and knowledge in responsive design and cross-browser compatibility; h. Experience with content management systems, such as WordPress, Drupal, or similar platforms; i. Experience in Microsoft SharePoint administration and daily operations activities. j. Experience in Microsoft .Net and Microsoft SQL. k. Strong commitment for creating engaging user experiences, creating user-centered and visually appealing designs. l. Experience in web application deployment procedures, source code revision control, issues management is a plus; m. Knowledge in utilizing design tools such as Sketch, Adobe XD, or Figma is a plus; and n. Strong commitment to the project deadline, deliver high-quality work. Technical Skills: . At least 2 years' experience in Web Programming (WEB); . At least 1.5 years' experience in HTML5 (HT5); . At least 1.5 years' experience in JavaScript Programming (JAP); . At least 1.5 years' experience in PHP programming (PHP); . At least 1 year's experience in Microsoft Officer SharePoint Server Administration (MSP); . At least 1 year's experience in Microsoft SQL Server (MSS); . At least 1 year's experience in Knowledge Management Technology (KMT); . At least 1 year's experience in Web 2.0 Services (W2S); . 1.5 years' experience in System Implementation and Maintenance/Support (SIM) is an advantage; . 1 year's experience in Object-oriented Analysis and Design (OOA) is an advantage; . 1 year's experience in LDAP Application Programming (LDA) is an advantage; . 1 year's experience in Website Administration (WEA) is an advantage; . 1 year's experience in Web Hosting, Design and Maintenance (WED) is an advantage; . 1 year's experience in IT Application Development and Management (ADM) is an advantage; . 6 months' experience in XML (XML) is an advantage. Non-technical Skills: . At least 1 year's experience in customer service (CLS); . Good coordination skills is a must; . At least 1 year's experience in work with the Government (GOV); . 6 months' experience in helpdesk call handling (HDT) is an advantage; . 6 months' experience in IT service/outsourcing management (OUT) is an advantage; . 6 months' experience in project management (PRM) is an advantage; . 6 months' experience in shift work (SFT) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 3 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
